Perestroika is a common name for the reforms and new ideology of the Soviet party leadership, used to denote changes in the economic and political structure of the USSR initiated by the General Secretary of the CPSU Central Committee Mikhail Gorbachev in 1985-1991. The beginning of perestroika is considered to be 1987, when at the January plenum of the Central Committee of the CPSU, perestroika was declared a new state course.
